James "Jim" Turner (died February 16, 2020) was an F.B.I. agent and a threat Beth Boland, Annie Marks and Ruby Hill had trouble dealing with. He was also the boyfriend of Douglas. After Boomer came to him many times about three women who were associated with Rio, Turner put all his efforts into finding and incarcerating them.

Turner was known to be dedicated yet manipulative, ready to bend laws to attain his goals. He frequently showed up to the houses of his suspects to harass and scare them.
It is assumed that he is bisexual, as he has a boyfriend (Douglas) yet has mentioned liking a woman romantically in the past.
